Raditz is the doorway into the whole Z era: he is the one who reveals the existence of the Saiyans, Goku’s real name and his people’s industrial purpose. His power is deliberately modest on the scale of what follows, yet enough to beat Goku and Piccolo combined.
His final act matters most: as he dies, he reveals that two far stronger Saiyans heard everything and will arrive in a year. The threat he leaves behind is worth more than the one he was.
