Bulma sets the plot in motion: she is the one who builds the radar, identifies the spheres and decides to go after them. Across the whole franchise she remains the only character whose contribution is technical rather than martial, and that contribution is structural.
Repairing a scouter, restarting a Namekian ship, designing a time machine: every major saga at some point depends on an engineering problem only she can solve.
