Behind deliberately ridiculous behaviour, Master Roshi is one of the pillars of the universe: he developed the Kamehameha, trained Goku’s generation and stopped King Piccolo once already. His longevity comes from a fruit of immortality, which makes him a direct witness to ancient history.
The series uses him as a benchmark. When an opponent outclasses Master Roshi effortlessly, the scale has just changed.
