Beerus holds an office, not a side: destroying what has to go so something else can take its place. That office structurally places him above the Supreme Kais, whose lives are tied to his, which makes removing him impossible without consequence.

The series carefully avoids making him a classic antagonist. He is irritable, greedy, sleeps for decades, and behaves like an administration you cannot appeal to. These archives associate him with gold and ink, never with the purple of generic interfaces.
