Shenron

Shenron appears when the seven Earth balls are gathered, grants a wish within the limits of its creator’s power, then vanishes and scatters the balls for a year. It does not judge and does not negotiate: it executes the first request spoken.

That neutrality is the most important rule of the universe. It makes the quest dangerous, since anyone can get there first, and gives the franchise its only genuine plot constraint.
